Located on the north coast of KwaZulu-Natal, Cornubia is a strategic landholding situated within the northern corridor of the region's commercial hub, Durban. It was officially launched in April 2014 and will cost around R25 Billion upon completion. It is a mixed-use development, comprising of residential, commercial and industrial sites. Cornubia is the first proposed sustainable and fully integrated human settlement in the region and has been declared a national priority project. It will be spread over 1 200 ha, with 80 ha earmarked for industrial development and the remainder for commercial, housing and other social and public facilities that include, schools, clinics, police stations, post offices and multi-purpose halls.

The CIBE precinct is located on the North-Western side of Cornubia. It is bounded in the east by existing overhead power lines and Ottawa Substation, in the north and west by the Ohlanga River and in the south by eThekwini Municipality's Phase 1B Housing Project. This zone is intended to provide, preserve and use land or buildings to enable the creation of a contemporary Industrial Business Estate which can accommodate a wide range of uses including warehousing, assembly, service and light industrial, distribution, logistics, showrooms, offices and retail set within a landscape environment.

The CIBE is located very close to a large concentration of residential areas where both semi - skilled and unskilled labour are within a 10km radius with easy access to public transport into the precinct.
